How It Works

Each player controls a judge with unique abilities (Variable Player Powers). Players move around Mega-City One using Area Movement and engage criminals via Dice Rolling. Action cards support arrests. Winning battles earns perp and crime cards that count toward final scoring. Losing requires healing time. This creates a tactical contest over control and points.
